There was only one solution, Russia had to be a part of the Paris club and put an end to the debt of the African countries. After that is done, American influence is moving to the black continent. Russian ministry of foreign affairs completed the task, gave the USA constant flow of goods in the 21st century by means of refusing from African debts, which was over 100 billion dollars. When Washington started the open military aggression against Yugoslavia, which didn`t agree alongside with Iraq against American dictatorship, no one looked at Russia for their opinion. It`s truly understood that Saddam, Milosevic, and Khaddafi are to blame. Not in breach of human rights, but maybe in not supporting the New world order under the presidency of “Uncle Sam”.
Being a smart analytical person in a Geo-political arena, president Putin realized where the traps were for the country he had to lead. He started to restore the internal system and supported the changes of the regime outside his country also. And well known political scientists came to the same conclusion, that Putin is in his professional thinking. Which none of the Soviet Russian leaders were. However, the true intentions and for going plans of the president is a mystery which even the closest presidential aid wouldn't know. That is the law of spying. In the Unites States, the government gets $100 and returns $105. The leaders of this fund definitely knew that those pyramids are paid by the money of the govt. under Chernomyrdin. When the govt. under Primakov suggested to use those IMF loans accordingly, all the loans stopped. So take a close examination, and see that the policy of the USA sometimes wasn`t honest but never was it meaningless. There are some reasons to think that at the current time we are watching a huge Chess tournament.

This maneuver wasn`t foreseen by the theorists and experts of the game, but the position of the Russian president is getting weaker due to the fact that previous govt. regime under Yeltsin still has a lot of pro-American leaders in the higher branches of govt.
